What are signs that someone is using heroin? Could a teaspoon, q-tips and tissue be used for taking saboxin?

I need to know if a loved one

I need to know if a loved one is lying to me about his efforts to get off heroin. He says he is trying to take less and less saboxin cause he does not like side effects
. He says he needs syringes to meter his saboxin dosage. I feel he is lying

Suboxone comes in pill form; to take it you put it under your tongue. You can split it in half, then into quarters, but syringes? In fact, I was under the impression that it's not possible to melt down Suboxone and shoot it because of an molecular addition to the drug.
