I think the first thing to do
I think the first thing to do is approach them and just talk to them. I always feel like it is not a good idea to be authoritative. Try to see what the issues are and gauge whether or not the person wants help. If things continue to persist and the person's alcohol use if starting to affect people around the workplace it could be a good idea to talk to human resources but I always think approaching the person first is the way to go.
